The Locke Township Board met January 14, 2020 in the Locke Township Hall, 3805 Bell Oak Road.
Present: Hart, Turner, Fuller, Shepler, VanDooren. Also, present: Dale McGoron, Ingham County Jail Administrator Major Darin Southworth, Dean Kitchenmaster.
Absent: None.
Call to order at 7:00 PM by Supervisor Hart followed by pledge to flag.
Additions to agenda/approval of agenda: Planning Commission to be added under New Business.
Public Comment/Presentations: Presentation by Major Darin Southworth on the Ingham County Sheriffs Dept, jail and new justice complex.
New Business:
Locke Township Rental Agreement update-number /limit of rental per person/organization.
Resolution 2020-01 Officers Salary Resolution.
Motion VanDooren, second Fuller that as of April 1, 2020 the salary of the Township Supervisor shall be $10539 annually, exclusive of assessing duties [1% increase]. Roll call vote; Aye- Hart, Turner, Fuller, Shepler, VanDooren. Nay- None. PASSED {5-0}.
Motion Hart, second VanDooren that as of April 1, 2020 the salary of the Township Clerk shall be $15145 annually {1% increase} and $400 per each election conducted. Roll call vote; Aye- VanDooren, Hart, Turner, Fuller, Shepler. Nay- None. PASSED {5-0}.
Motion Shepler, second Turner that as of April 1, 2020 the salary of the Township Treasurer shall be $14604 annually, winter and summer collections [1% increase]. Roll call vote; Aye-Shepler, VanDooren, Hart, Turner, Fuller. Nay- None.
Motion Hart, second Fuller that as of April 1, 2020 the salary of the Township Trustee shall be $128 per Township board meeting [1% increase] and $60 per additional meeting on behalf of the board when approved by the board. Roll call vote; Aye-Fuller, Shepler, VanDooren, Hart, Turner. Nay- None. PASSED {5-0}.
Schedule Budget Public Hearing. Motion Hart, second VanDooren to schedule the Budget Public Hearing for March 3, 2020 at 7 PM. PASSED {5-0}.
Printer replacement quotes discussed.
Clarify winter burial rates, refund if no plowing/grave thawing or twp. keep. Consensus to not refund fees, twp. to keep winter fee.
Cybersecurity- MS-ISAC Membership FAQ, IT Right recommends membership.
Planning Commission. 2019 Planning Commission Report submitted by PC Chairperson Dean Kitchenmaster. Letter from Bob Davis read by VanDooren.
Unfinished Business:
Stacking chair quote distributed.
Rowley Cemetery- enter/exit only signs requested by sexton, driveway work.
Ingham County Health Dept 10-year septic system inspection program.
Ordinance 2019-??, Adopt 2018 International Fire Code w/Amendments [no new info].

*Trustee- VanDooren reported on the Planning Commission.
*Treasurer- Nov & Dec Treasurers report distributed. Motion Fuller, second Hart to approve accounts payable checks #4736-#4762 in the amount of $11,851.22. PASSED {5-0}.
*Supervisor-12-3 met w/Paul Harding-Miss Dig 811 info; attended 12-10 NIESA personnel committee meeting; oversaw Hicks cremains burial-Bell Oak w/military honors; part of 12-12 NIESA Bd meeting; 12-17 met w Aaron Lantzer Plumbing-replace urinal valve; 12-17 email to Payne Rosso Co re: annual fire door drop test; 12-18 stop by Payne Rosso, MLK Ave: fire door; 01-06 drop off water sample State Lab.
