The Locke Township Board met October 12, 2021 in the Locke Township Hall, 3805 Bell Oak Road.
Present: Hart, Turner, Rambo, Shepler, Davis. Also, present: Mike Rambo, Mike Gleason, Christine McGoron.
Absent: None.
Call to order at 7:02 PM by Supervisor Hart followed by pledge to flag.
Additions to agenda/approval of agenda: Addition of Zoning Enforcement under New Business.
Action on Accounts Payable Independent Bank checks #5271-#5298 totaling $14,191.35. Motion Hart, second Turner to approve accounts payable checks #5271- #5298 in the amount of $14,191.35. PASSED {5-0}.
Action on September 14, 2021 meeting minutes. Motion Turner, second Davis to approve the minutes of September 14, 2021 Board of Trustees meeting. PASSED {5-0}.
Public Comment/Presentation: McGoron expressed concern about CADL student library cards.
Unfinished Business:
American Rescue Plan (ARP) federal funding thru Ingham County, Locke to receive $194,474.
Application pending review.
New Business:
Information on Cemetery records software distributed for review.
Proposals received from:
BS & A- $3960/$365 annual maint
Pontem- $4695/$945 annual maint. OR $11380 w/GIS maps/$1130 one user
CemSites- $13400/$2400 annual maint. w/GIS mapping in Cloud three users (Price can adjust
for add-ons). Web sync $4230/$750 annual maint.
Webster & Griffes, snowplowing/salting quote received for October 15, 2021, through June 30, 2022. Motion Turner, second Davis to accept quote as presented from Webster & Griffes for snowplowing/salting at the Township Hall for October 15, 2021 through June 30, 2022. PASSED {5-0}.
Davis reported on numerous complaints against a property, pertaining to discharge of explosives in vehicles creating damage and rubbish to nearby property owners. Inquired about Zoning Enforcement with this issue.

*Treasurer- Sept Treasurers report distributed; Report on taxes paid to date; attended 9-23 webinar-Active Shooter Training; assured from Independent Bank that all funds are insured [comment-pg 20 in audit report].
*Clerk- Sept Rev/Exp report distributed; 9/16 completed election equipment maintenance @ County; 9/22 BOE webinar-Making Move to .Gov & Risk in Focus; completed annual F-65 report & Qualifying Stmt; submitted Chart of Accounts change with BS & A.
*Trustee- Shepler reported on Active Shooter Training webinar.
*Supervisor-Attended 09/09/21 NIESA meeting and 9/11 Ceremony; attended 9/23 webinar-Active Shooter Training.
*Zoning Administrator- Sept report distributed, building permits update.
