LOCKE TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES                                     Draft 11-11-2021

The Locke Township Board met November 9, 2021 in the Locke Township Hall, 3805 Bell Oak Road.

Present:  Hart, Turner, Rambo, Shepler, Davis.  Also, present:  David Carlson, Michael Meagher.

Absent:  None.

Call to order at 7:00 PM by Supervisor Hart followed by pledge to flag.

Additions to agenda/approval of agenda: Addition of Agreement for collection of Summer Taxes for Livingston Educational Service Agency under New Business.

Action on Accounts Payable Independent Bank checks #5299-#5319 totaling $13,184.86.  Motion Hart, second Shepler to approve accounts payable checks #5299- #5319 in the amount of $13,184.86.  PASSED {5-0}.

Action on October 12, 2021 meeting minutes.  Motion Rambo, second Hart to approve the minutes of October 12, 2021 Board of Trustees meeting.  PASSED {5-0}.

 

Public Comment/Presentation: None.

 

Unfinished Business:

American Rescue Plan (ARP) federal funding, Locke has received $97,237.00.  Treasurer has started the process to open account at Huntington for the ARP funds.  The following policies will need to be adopted by Locke Township for the ARP federal funds:

  1. Texting Prohibited While Driving.
  2. Seatbelt Use.
  3. Governmentwide Requirements for Drug-Free Workplace.

Cemetery Software-No new info.

 

New Business:

Meeting Dates in 2022.  Motion Turner, second Davis to approve the following meeting dates for 2022; Jan 11, Feb 8, Mar 8, Apr 12, May 10, June 14, July 12, Aug 9, Sept 13, Oct 11, Nov 1*, Dec 14; all meetings the 2nd Tues of month @ 7 PM [except as noted].  PASSED {5-0}.

Action to pay $25 registration for Clerk Turner to attend Nov MTA Now You Know webinar.  Motion Hart, second Shepler to approve the $25 registration fee for Clerk Turner to attend the Nov MTA Now You Know webinar.  PASSED {5-0}.

Resolution 2021-13 Glen Dor Street Lighting District Special Assessment.  Motion Turner, second Shepler to adopt Resolution 2021-13 Glen Dor Street Lighting District Special Assessment.  Roll Call vote; Yes-Davis, Rambo, Shepler, Hart, Turner.  No-None.  Absent-None.  PASSED {5-0}.

Agreement for Collection of Summer Taxes for Fowlerville Schools.  Motion Shepler, second Rambo to enter into agreement for Collection of Summer Taxes for Fowlerville Schools.  PASSED {5-0}.

Agreement for Collection of Summer Taxes for Livingston Educational Service Agency.  Motion Turner, second Hart to enter into agreement for Collection of Summer Taxes for Livingston Educational Service Agency.  PASSED. {5-0}.

Security camera info from MTA [attached] & Par Plan [no guidelines, signage not required].

Proclamation request for recognizing Jan 23-29 as School Choice Week in Locke Twp.  No action.

Resignation of Laurens Montgomerie from the Zoning Board of Appeals [moving].  Motion Hart, second Rambo to accept the resignation of Laurens Montgomerie from the Zoning Board of Appeals.  PASSED [5-0}.

 

Reports:

*Treasurer- Oct Treasurers report distributed.

*Clerk- Oct Rev/Exp report distributed; 11/05 attended MTA Tax Collection webinar; 10/27 attended ICC/MTA zoom meeting; 11/02 Special Election results-59 voters (24%), Perry and Fowlerville both passed millages.

*Trustee- Davis attended 11/09 Fahey, Schultz Attys webinar; distributed information pertaining to discharge of explosives in vehicles creating damage and rubbish to nearby property owners, including a list of persons who have contacted him.

*Supervisor-Attended 10/14/21 NIESA meeting; attended 11/09 Fahey, Schultz Attys webinar; distributed draft of Township newsletter.

*Zoning Administrator- Oct report distributed, building permits update.

 

Communications, seminars, etc.:

MTA, thank you letter for renewing Association membership.

Par Plan grant cycle open Oct 1-Nov 30 [spring cycle Apr 1-May 31].

Tri-County ‘No Senior without Christmas’ 2021 referral opportunity.

Ingham County Sheriff Dept Sgt Chad Doyle Oct report, reply to ‘blown up car’ inquiry.
