Members Present: Jordan Smith, Dorothy Hart, Ty Hull, Cory Jorgensen. Also, Brad Kotrba-
Williams & Works.
Members Absent: Duane Pinckney [due to communication error in change of meeting date].
Public Present: Karoline Smith, Vivian Smith, Ezra Smith, Sheri Rambo, Mike Stock-Conway Twp
Planning Commission member.
Call to order at 7:00 PM by Chairperson Smith, Pledge of Allegiance.
Approval / Additions to agenda. None.
Action on Jan. 21, 2025 minutes. Motion Jorgensen, second Hart to approve minutes. PASSED.
Public Hearing – Master Plan [Notice published in the Fowlerville News & Views Feb. 2nd]
Chairperson formally announces the opening of the Public Hearing @ 7:01 PM.
Purpose of Public Hearing is to hear public comment on proposed Locke Township Master Plan.
Please comment when recognized, identify name/address. All comments shall be directed to the Chairperson.
Mike Stock inquired about Master Plan process. Outline of process stated by planner Kotrba.
Chairperson formally announces the closing of the Public Hearing @ 7:06 PM.
Unfinished Business. None.
New Business.
Review Master Plan draft and public comments. 63 day review process complete. Discussion.
Jan 27 letter from Perry Twp Plan Comm read/addressed concerns. [Page 19&20-
will clarify %’s. Page 43 correct promotes to promoting. Discussion of small size
lots [1-2.5 acre] vs large size lots [5 acres]. Conclusion to leave 5 acre minimum lots.
Master Plan final update to be completed by Kotbra.
Motion Hart, second Jorgensen to approve Master Plan update with minor corrections and
recommend Township Board adoption of Master Plan final draft at their March meeting.
PASSED.
Zoning Ordinance update-timeline and procedure. Kotbra will have proposed order of Zoning
Ordinance update and initial review for March 18th Planning Commission meeting.
Public Comment/Communications: MI Twp Association [MTA] workshop in May – Intro to Planning & Zoning. MTA publications we have: Twp Guide to Planning & Zoning.
Twp Planning & Zoning Decision-making.
Concerns/comments of PC Members, Zoning Administrator and Consultants.
Discussion of addressing blight concerns talked about at previous meetings. Will inquire with Township Board after Zoning Ordinance update complete to see if the Board would like to obtain quote and authorize the Planning Commission to work on a police power Blight Ordinance with Planner and/or Attorney.
Having no further business, motion Jorgensen, second Hull to adjourn at 7:45 PM. PASSED.
