The Locke Township Board met August 11, 2020 in the Locke Township Hall, 3805 Bell Oak Road.
Present: Hart, Turner, Fuller, Shepler, VanDooren. Also present: Bob and Deanna Davis, George Bull.
Absent: None.
Call to order at 7:00 PM by Supervisor Hart followed by pledge to flag.
Additions to agenda/approval of agenda: VanDooren requested ADA request and registered voter at 5691 M-52 be added to agenda. Hart indicated no new information on ADA request. Registered voter at 5691 M-52 to be placed under New Business.

Website upgrade discussed. Goal to have on Twp computer Nov 2020.
Covid-19 Preparedness and Response Plan. Motion VanDooren, second Turner to approve the 6-page form Covid-19 Preparedness and Response Plan. PASSED {5-0}.
Ordinance Officer position. Letter of Interest has been submitted by George Bull for position. Motion Fuller, second Hart to appoint George Bull as Locke Township Ordinance Enforcement Officer. PASSED {5-0}.
Authorization for Atty Hitch to submit 5691 M-52 violation to court of jurisdiction. Motion Hart, second Shepler to authorize Atty Hitch to submit 5691 M-52 violation to court of jurisdiction. PASSED {5-0}.
Discussion of registered voter at 5691 M-52. Turner explained that in her opinion the voter is a valid registered voter as he meets the qualifications on the application. VanDooren requested information from the Bureau of Elections.
Unfinished Business:
Hall Rental Agreement review. Review of red-lined draft from Vevey Township submitted by VanDooren and attached City of St. Louis rental rules.
Ingham County Road Dept 2020 road improvements.
2020 budget $150,000 [County will chip seal approx. 4 mi. at no cost to twp].
Bell Oak Rd, ½ mi E of M-52 & Corey Rd, ½ mi Bell Oak-Hoxie; $25,000 Locke/$25,000 County
2019 agreement for Sherwood -2.5 mi full cap bet. Morrice & M-52/1 mi. skip pave bet Morrice & Herrington Cost- $80,000 twp & $33,300 County for 2019 work.
Motion Hart, second Fuller to enter into agreement with the ICRD for 2020 road repair at a cost of $25,000. Roll call vote; Yes-Fuller, Shepler, VanDooren, Hart, Turner. No-None. PASSED {5-0}.
Reports:
*Treasurer- July treasurers report distributed. Motion Fuller, second VanDooren to pay accounts payable checks #4914-#4940 in the amount of $18,067.66. PASSED {5-0}.
*Clerk- July 30, 2020 special meeting minutes. Motion Fuller, second Shepler to approve the minutes of July 30, 2020 special Board of Trustees meeting. PASSED {5-0}. July Rev/Exp report distributed. Turner reported that part of the supplies from the federal CARES money $1000 Election Supplies have been received, should receive the remainder of supplies before the Nov General Election. Report on August 4, 2020 Primary Election.
*Trustee- VanDooren reported on the Planning Commission. Shepler gave a report of the Sherwood Road bridge.
*Planning Commission. Discussion concerning paying PC member extra for taking minutes and posting recording secretary position on the website. Turner suggested confirmation from the PC as to their position on needing a Recording Secretary. Turner commented on the non-compliance with the time the PC minutes were distributed in July.
Direction to PC regarding Blight Ordinance. Consensus of Board to have the TB proceed with non-zoning ordinance and submit PC draft to the twp. board.
*Supervisor- Suggestion from Hart to change the audit schedule so it is done on non-presidential election years. Consensus from board to change the audit schedule.
*Zoning Administrator- July report distributed, building permits update. Attended 07/21/2020 PC meeting.
Communications, seminars, etc.
Ingham County Sheriff Sgt Chad Doyle July report- None.
20200729 e-mail from Aaron Stevens CPA re; Street Lighting Fund millage accounting.
