PC Meeting Minutes 1-21-25

LOCKE TOWNSHIP PLANNING COMMISSION MEETING MINUTES

JANUARY 21, 2025     7:00 PM     LOCKE TOWNSHIP HALL, 3805 BELL OAK RD, WMSTN

 

Members Present:  Jordan Smith, Dorothy Hart, Duane Pinckney, Ty Hull.  Also, Julie Moore-Zon Adm.

Members Absent:  Cory Jorgensen

Public Present:      Cindy DeLau, Nate Lott, Sheri Rambo, RaeDeane Pinckney.

Call to order at 7:02 PM by Chairperson Smith, Pledge of Allegiance.

Approval / Additions to agenda.   Addition:  Per Planner Bradley Kotrba 01/21 email-Action to change Feb. meeting date to Wed. Feb 19th  [date which was Noticed as the Public Hearing date]. Motion Hull, second Hart to approve agenda.  PASSED.

Action on Dec. 3, 2024 Special Meeting minutes.  Motion Hull, second Hart to approve.  PASSED.

Election of Officers.

   Chairperson [currently Smith].  Motion Hart, second Pinckney to appoint Smith as Chairperson.  PASSED.

   Vice Chair [previously Shepler]  Motion Smith, second Pinckney to appoint Hull as Vice Chair.  PASSED.

   Secretary [previously Howard]  Motion Smith, second Pinckney to appoint Hart as Secretary.  PASSED.

New Business.  Review Master Plan draft.  Several incorrect map & figure references, typo mentioned.

Supervisor will scan & email suggested changes to Planner and request a new draft prior to Public Hearing.

Motion Hull, second Hart to change PC meeting date with Master Plan Public Hearing to Wed. Feb. 19th at

7:00 PM.  PASSED.

Public Comment. 

*DeLau requested consideration of adding barrier free, generational housing to existing primary residence parcels.  Has done research and willing to help with any details.

*Lott in favor of accessory dwellings consideration.

Concerns/comments of PC members, Zoning Administrator and Consultants.

*Lott gave update on Key, Dietz Rd parcel violation.  Two citations served.  Seeking PC input on possible 6 mo. extension on Cease & Desist order.  Discussion.  Motion Smith, second Hart to recommend to the Township Board a 6 month grace period, no further citations for 6 months, no extension of Cease & Desist order beyond 6 months for Matt Key/Key Diesel parcel on Dietz Road.  Discussion.  PASSED.

*Pinckney expressed concern about Cornerstone Grocery-anything twp can do, other uses, historical building?

Also, has ‘Stop the Locke Township Landfill’ facebook page-asked if that was any conflict.  Rambo stated

that page must specify that it is the opinion of the individual, not the twp.  She has info on this and will forward.

*Hull has concern of property having uncontained trash next to road.  Maybe address Blight in Zoning Ordinance update.

Having no further business, motion Pinckney, second Hart to adjourn at 8:05 PM.  PASSED.
