The Locke Township Board met on February 11, 2026, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Bruce Miller, Duane Pinckney
Call to Order at 7:00 PM by Supervisor Lott followed by the Pledge of Allegiance.
Action on January 14, 2026 meeting minutes. Motion Hull; Second Shinkle to approve the minutes of January 14, 2026 Board of Trustees Meeting. PASSED {5-0}
Approval of Agenda with Amendment to correct check numbers to 6991 to 7020. Motion Hull Second Shinkle to approve the February 11, 2026 meeting agenda as amended. PASSED {5-0}
Action on Accts Payable Independent Bank checks #6991 – #7020 totaling $33,018.50
Motion Shepler; Second Hull to approve Accts Pay Checks #6991 – #7020 totaling $33,018.50. PASSED

Presentation / Public Comment:
- Duane Pinckney advised that Dorothy Hart has been reviewing the Zoning Ordinance document for accuracy. He is wondering if the Public Hearing will need to be moved to April, so the PC members can review the document He also asked if the Township could engage with a Facebook page (unofficial page) to share meeting notices and other Township news. Marcy Shepler will call MTA for guidance and report back.
Unfinished Business
- Township Wages 2026-27: After talking to the Township Board Members and comparing our wages with other Townships, Supervisor Lott is looking for a motion to keep the Locke Township wages the same for the 2026-27 Motion Shepler, Second Lott to keep the 2026-27 Township wages the same. ROLL CALL VOTE: Lott yes, Hull yes, Coe yes, Shepler yes, Shinkle yes. PASSED {5-0}
- General Budget Worksheet Draft: Supervisor Lott asked for Board members to review the Proposed Budget for 2026-2027 and send him questions or comments.
- Cemetery Ordinance, Plastic Flowers & Entrance Signs: After discussion of how an Ordinance gets revised, the Board Members decided to table this agenda item.
New Business
- NIESA Seat: Supervisor Lott recommended Bruce Miller to be appointed to the NIESA Board seat when Dorothy Hart’s term is up in July of 2026. Motion Shepler, Second Shinkle. PASSED {5-0}
- Ordinance NO 2026-03, Ordinance to establish a Moratorium on approval of Data Centers as a Land Use in the Township. After discussion, the Board Members decided to table this agenda item until after the PC meeting on February 17, 2026.
- Local Road Program: Supervisor Lott met with the ICRD on January 27,2026 and discussed what ICRD plans are for this year in our Township. ICRD plans to provide a $45,000 match. After discussion, the Board Members agreed to amend the ICRD recommended plan to repair on Allen Road (between Webberville Road & Morrice Road). Motion Lott, Second Shepler to amend the ICRD recommended plan. PASSED {5-0}. The Board Members discussed and agreed to amend the cost for Allen Road repairs as long as the cost would be less than $72,000. Motion Shepler,

- Supervisor Lott has requested the publication of Township Board Of Review Meeting Notice for three consecutive weeks in the News and Views paper.
- Adoption the Locke Township Principles of Motion Hull Second Shinkle to adopt the Principles of Governance. PASSED {5-0}
- Locke Township Budget Hearing for March 10, 2026 @ 7:00 Motion Shepler, Second Coe to accept Budget Hearing date of March 10, 2026 at 7:00 PM. ROLL CALL VOTE: Lott yes, Hull yes, Coe yes, Shepler yes, Shinkle yes. PASSED {5-0}
Reports:
Clerk Shinkle: January 31, 2026 Revenue & Expenditure report
- Meeting with BS&A on Feb 19 via Zoom to hear about Cloud Net
- Election Commission Meeting will be at 6:45 PM on April 14; prior to Twp Board Meeting
- May 5 Electon for ISD Bond Proposal ($99,960,000 for special education building) and Morrice Schools Operating Millage (increase 18 mills)
Treasurer Shepler: January 31, 2026 Treasurer’s Report
- CD will mature in April She will be researching bank rates in March.
- 2% of taxes collected as of 2.10.2026 Trustee Coe: Nothing to report
Trustee Hull: Nothing to report Supervisor Lott:
- He reported hearing from Township members about the Oneida-Sabine Lake Project and is looking into different ways to help Township members be informed.
