LOCKE TOWNSHIP BOARD MEETING MINUTES                      DRAFT 6.9.2026 June 9, 2026

 

The Locke Township Board met on June 9, 2026, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Miller, Shinkle, Shepler, Hull, Coe. Also present: Duane Pinckney, Bob Davis, CADL: Amanda Robey, Sheryl Know, Jenny Marr, Sandy Drake.

Call to Order at 7:00 PM by Supervisor Miller followed by the Pledge of Allegiance.

Approval of Agenda: Motion, Hull; Second, Coe to approve Agenda as distributed. PASSED {5-0}

Action on May 12, 2026 meeting minutes. Motion Shepler; Second Shinkle to approve the minutes of May 12, 2026 Board of Trustees Meeting. PASSED {5-0}

Action on Accts Payable Independent Bank checks #7113 – #7146 totaling $33,250.85

Motion Shepler; Second Hull to approve Accts Pay Checks #7713 to #7146 totaling $33,250.85 PASSED {5-0}

Presentation / Public Comment:

CADL 2025 Annual Report presentation by Jenny Marr & Amanda Robey.

  • 2% increase in participation; increased use for computer and Added mobile library this year.
  • 11,816 people increase; summer pop-up series along with other activities in the

  • New appointed Township Supervisor Bruce Miller was sworn in and started on May 21, 2026.
New Business
  • Action: Motion to Adopt ordinance No 2026-02 to Re zoning of the property with Tax ID #33-04-04-16-400-012 From Ag to B1
    • Motion: Hull Second: Coe
    • Roll call please: Miller yes; Shepler yes, Shinkle yes, Hull yes, Coe
    • PASSED {5-0}
  • Action: Motion to purchase 15 yards of mulch for flower bed at Township
    • Motion: Miller, Second: PASSED {5-0}
Reports:

Clerk Shinkle: May 2026 rev/exp report as submitted to Board Members for review.

  • Primary Election is August 4, There are numerous ballot proposals on the August ballot. AV ballots will be sent out by June 25.

Treasurer Shepler: May 2026 treasurer report presented

  • Summer taxes will be sent out by July 1st.

Trustee Coe: Nothing to report

Trustee Hull: Allen Road paving project should begin next week.

Supervisor Miller:

  • Met with ITC to discuss the next steps and proposed map. ITC is currently looking at using the same corridor (just south of township hall) or route down I-96 if easement/right of way issues can be worked out.
  • Supervisor’s computer needs to be Received quote from VC3.
  • Update on the Rowley Cemetery request to expand the He spoke to the family, who had made the request, and advised because there are many open plots currently available in the cemetery, it would not be feasible to expand the cemetery at this time.

Zoning Administrator: May report summary w/building permits update

NIESA. May Report.

Public Comment:
  • Duane Pinckney inquired where to find ITC new
  • Bob Davis inquired about upcoming road

Communications, seminars, etc.

  • Sgt Richard Stack, ICSD report – no report received

Other comments from Board Members

  • Bruce Miller appreciated the warm welcome into the Supervisor position
  • Marcy Shepler acknowledged her appreciation for Bruce’s willingness to learn and education himself on all Township business.
