The Locke Township Board met April 13, 2021 in the Locke Township Hall, 3805 Bell Oak Road.
Present: Hart, Turner, Rambo, Shepler, Davis. Also, present: Approximately 40 Locke Township residents.
Absent: None.
Call to order at 7:00 PM by Supervisor Hart followed by pledge to flag.
Additions to agenda/approval of agenda: None.
Action on Accounts Payable Independent Bank checks #5125-#5150 totaling $14775.77. Motion Hart, second Shepler to approve accounts payable checks #5125- #5150 in the amount of $14775.77. PASSED {5-0}.
Action on March 9, 2021 meeting minutes. Motion Shepler, second Davis to approve the minutes of March 9, 2021 Board of Trustees meeting. PASSED {5-0}.
Unfinished Business:
Ordinance 2021-01 Blight 3rd draft [white with yellow highlights]
Article III. Junk, Trash and Rubbish and Division 1. Blight.
Discussion on proceeding with continued Drafts of Blight Ordinance. Consensus to not proceed with continued drafts siting the following reasons; Cannot determine what Blight is in the Township, is difficult to enforce, is not relatable for the Township as a majority of the Township is agriculture.
No Motion.

$41,600 matching funds + $71,393 budgeted = $112,993
Bell Oak Rd, Morrice to Herrington and Harris to Dietz Roads, 2 separate miles
Dietz Road, Rowley to Bell Oak Roads, 2.5 mi
Moyer Rd, Shaftsburg to Webberville Roads, 3.75 mi
Motion Turner, second Shepler to contract with the ICRD for 2021 Road program not to exceed $112,993. PASSED {5-0}.

*Clerk- Mar Rev/Exp report distributed. Registered for Apr 19-21 virtual MTA annual conference, completed 3 surveys-State of Michigan (Election Security), Brennan Center for Justice (Elections), University of Michigan Public Policy (fiscal health, covid, online technology)
*Trustee- Update from Shepler on Rowley cemetery hidden drive sign. MDOT does not find that a sign is warranted (attached e-mail from Steve Shepler, MDOT). Shepler also reported Planning Commission members Carlson, Kitchenmaster, Lackey & Shepler attended Mar 24 virtual Renewable Energy seminar.
Davis reported that he was still having difficulty accessing the Township website.
*Supervisor-Attended 03/11/21 NIESA Zoom meeting; Mar 8 & 9 Bd of Review; registered for Apr 19-21 virtual MTA annual conference; reported Ingham County Sheriffs responded to 4 calls in Locke Township in March (attached e-mail from officer Chad Doyle).
*Zoning Administrator- March report distributed, building permits update.

Public Comment: A few dissenting comments regarding Blight Ordinance.
Any Other Business/Board member comments: Shepler voiced concern over anonymous Blight flyer that was placed in resident’s mailbox noting that it is a federal offense.
