TUES. JUNE 17, 2025 7:00 PM LOCKE TOWNSHIP HALL, 3805 BELL OAK RD, WMSTN
Members present: Jordan Smith, Dorothy Hart, Duane Pinckney, Ty Hull. Absent: Cory Jorgensen
Also Present: Julie Moore-Zoning Administrator, Brad Kotrba-Williams & Works Planner.
Call to order by Chairperson Smith @ 7 PM, Pledge of Allegiance.
Approval / Additions to agenda. Add Barrett parcel info to New Business. Motion Pinckney, second Hull to approve agenda as amended. PASSED.
Action on May 20, 2025 minutes. Motioin Hull, second Pinckney to approve minutes. PASSED.

New Business
*Brandon Barrett, 6345 Lovejoy has Permit Exemption for current 144 sq ft temporary structure with 6’ height for storage of salt and/or mulch. Now inquiring regarding a SLU to store mulch, may expand business. Neighbor has complained. Discussion. Zoning Administrator to schedule meeting w/Barrett.

Corrected ZO pages to date, Article 16 Renewable Energy [Solar, Wind, Battery Storage],
Wind/Solar waste-staged, disposal, etc
Article 16 review and discussion. Consensus:
Add to definition of junk yard to include no storage of renewable energy components
Add existing overlay map & include BESS [Battery Energy Storage Systems] in overlay district
Add definition of NFPA [National Fire Protection Association] & NIESA [Northeast Ingham Emergency Service Authority]
pg 16-33, space before and underline Large Off-Site Energy Storage System
pg 16-34 change setbacks to those previously made:
108’ front setback from center of road, 75’ side, rear & from existing dwelling
pg 16-35 change ‘shall not’ to minimum of 5 acres lot size requirement and 20% maximum
lot coverage requirement
pg 16-35 k) Any Dedicated-Use Building shall be single story. Subject to the height restrictions for principal structures in the underlying zoning district, but not to exceed ___ feet.
Insert ‘shall not exceed 20 feet’ to roof-mounted mechanic equipment
pg 16-37 o) (3) insert months to read ‘12 months’

Hart read text from member Jorgensen stating he has moved out of Locke Township and has
contacted Supervisor Lott on his status on the Planning Commission.
July agenda to include:
PC members review of corrected Articles 3-11, 14 & 15.
PC members review of Article 16, Renewables, with corrections.
New Article-General Provisions [fences, pools, etc.]
