PC Meeting Minutes 8-22-25

LOCKE TOWNSHIP PLANNING COMMISSION MEETING MINUTES

TUES. JULY 22, 2025     7:00 PM     LOCKE TOWNSHIP HALL, 3805 BELL OAK RD, WMSTN

 

Members present:  Jordan Smith, Dorothy Hart, Ty Hull, Bruce Miller.  Absent:  Duane Pinckney.

Also Present:  Nate Lott-Supervisor, Brad Kotrba-Williams & Works Planner.

 

Call to order by Chairperson Smith @ 7 PM, Pledge of Allegiance.  Welcome to newly appointed PC member Bruce Miller.

 

Approval/Additions to agenda.  Add Granger parcel, M-52 & Benjamin Rd, solar farm text.

Motion Miller, second Hull to approve agenda.  PASSED.

 

Action on June 17, 2025 minutes.  Motion Hull, second Hart to approve.  PASSED.

Unfinished Business.  None.

 

New Business.  Zoning Ordinance update-review/discussion.

Article XX-Renewable Energy Overlay District.  33 pages.

Page 27  A. 1.  expand clarification ‘in all zoning districts’

Page 29       9.  ‘minimum 5 acres in lot size’ to be determined by attorney review if adequate

Pages 30-31     references to ‘the NIESA’ could be changed to ‘NIESA’

Article 14-General Provisions.  21 pages.

Page 14-4   Section 14.10 – Single Family Dwelling Standards

  1. 1. Clarify elevation language.
  2. 2. Delete-info is contained in Michigan Building Code.
  3. 5. – 8.  Delete.       “                                                   ”

Page 14-6  Section Temporary Dwellings   A.  Check accuracy of ‘Section 3.04 (B)’ reference

Page 14-10  Section 14.18 – Garage Sales, Delete regulations from Ordinance

Section 14-19 – Fences and Walls  1. Reference ‘residential’, change 3’6” to 5’ and

correct (Clear Vision Zones   Corners.)

Page 14-11  Section 14.20 – Pools  B.5. check to see if covered in Building Code.

Section 14.21 – Flood Damage Prevention  Check updated FEMA maps/date.

Page 14.12  Section  14.22 – Outdoor Display   Simplify verbage to ‘use’ language

End of Review due to time constraints.  Will continue review in August – Section 14.23.

Also review Accessory Dwelling Units and Parent/Grandparent Accessory Apartment info.

 

Public Comment.  None.

Concerns/comments of PC Members, ZA and Consultants.  Discussion of text shared by Pinckney about former Dickerson, now Granger parcel for solar farm.  Planner to check into Permit application which may have been submitted to the State.  Locke Township received no contact or inquiry from Acceleration Solar or Ranger Power regarding a solar project.

 

Having no further business, motion Hull, second Miller to adjourn at 9:00 PM.  PASSED.
