The Locke Township Board met on September 12, 2025, in the Locke Township Hall, 3805 Bell Oak Road. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Bruce Miller, Dane Porter, Kurt Griffes

Call to order at 7:00 PM by Supervisor Lott followed by the Pledge of Allegiance.

Action on August 12, 2025 meeting minutes. Motion Hull, Second Shepler to approve the minutes of August 12, 2025 Board of Trustees Meeting. PASSED {5-0}.

Amendment to the August 12, 2025 Accounts Payable Report/Minutes to approve checks 6814-6821 due to misprint of checks. Motion Lott; Second Shepler to accept the Amendment of the August 12, 2025 Accounts Payable Report/Minutes. PASSED {5-0}.

Approval of Agenda without Amendments. Motion Shepler, Second Coe to approve the August 12, 2025 meeting agenda. PASSED {5-0}.

Action on Accounts Payable. Independent Bank checks #6822 – #6856 totaling $28,343.74.

Motion Lott, Second Shepler to approve Accts Pay Checks #6822 – #6856 totaling $28,343.74.

PASSED {5-0}.

 

Presentation/Public Comment:

Dane Porter, CPA, CGFM – Senior Manager (Maner Costerisan) gave a brief report on the 2025 Audit Report. Motion to accept the 2025 Audit Report as presented by Shinkle; Second Shepler. PASSED {5-0}.

Kurt Griffes (Webster & Griffes) gave a brief overview regarding the new snow removal proposal for the Rowley cemetery. He advised any snow removal at the cemetery would be included in the Township Hall pricing; not billed separately. This will save money.

Supervisor Lott advised further discussion is needed and this will be submitted to the Board at the October meeting for approval.

 

Unfinished Business

Brandon Barrett: Supervisor Lott has contacted Mr. Barrett to let him know that he was granted 6 months (February 12, 2026), to have all business related things moved out of front lawn.

Locke Township Building Official: Clerk Shinkle and Supervisor Lott signed this resolution. Supervisor Lott sent the signed document to Nick Keck and AGS.

Resolution 2025-06: L-4029 Tax Rate Request: Motion Shepler, Second Hull to accept resolution Assessor Cunningham’s Resolution 2025-06, L-4029 tax rate request. Roll call Shinkle yes, Coe yes, Hull yes, Shepler yes, Lott yes. PASSED {5-0}.

 

New Business

Township Computers: Supervisor Lott is looking for a motion to declare that the Townships old computers are of no value to us and approval for VC3 to remove and dispose of them. Motion Lott, Second Shepler. PASSED {5-0}.

Letter to Leroy Township: Supervisor Lott sent Leroy Township the letter for the Glen Dor Lighting District Special Assessment. We will be voting on this resolution 2025-07 next month.

Snow Removal Contract: Supervisor Lott has sent out the letter to Mr. Griffes requesting bid for upcoming season. We will also be voting on this next month.

TWG Acquisitions: The Warren Group is requesting the 2025 Summer Tax Roll in the BS&A format. Treasurer Shepler responded that it would cost $100 and they agreed. Motion to approve accept the $100 fee for this information request. Motion Shepler; Second Lott to accept the amount of $100 for this information. PASSED {5-0}.

MTA Clerk Retreat: Motion to send Clerk Shinkle to the MTA Clerk Retreat in Frankenmuth on September 29-30th. Cost is $540 plus mileage. Motion Shepler; Second Lott to send Clerk Shinkle to this retreat. PASSED {5-0}.

MTA Treasurer Retreat: Motion to send Treasurer Shepler to the MTA Treasurer retreat on October 1-2nd in Frankenmuth. Cost $540 plus mileage. Motion Hull; Second Shepler, to send Treasurer Shepler to the Treasurer Retreat. PASSED {5-0}.

 

Reports:

Clerk: August rev/exp report;

Treasurer: 8/31 treasurer report: Treasurer Shepler reported 46% of tax payments have been received as of 9/9/2025.

Trustee Coe: inquired if Trustees should attend MTA Trustee training. Treasurer Shepler advised it is not necessary.

Trustee Hull: Nothing to report

Supervisor: business owners of Haslett Road store plan to convert the property to gas station/convenience store.

Zoning Administrator –August report summary w/building permits update.

Public Comment:

Bruce Miller inquired if there is cost recovery for informal requests, such as the Warren Group tax roll request. Treasurer Shepler replied since it was not a FOIA request; she was able to set a price of $100. She consulted with County Treasurer’s office and Williamstown Township Treasurer on the best way to proceed.
