LOCKE TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES October 14, 2025

The Locke Township Board met on October 14, 2025, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Bruce Miller.

Call to Order at 7:02 PM by Supervisor Lott followed by the Pledge of Allegiance.

Action on September 9, 2025 meeting minutes. Motion Shepler; Second Hull to approve the minutes of September 9, 2025 Board of Trustees Meeting. PASSED {5-0}

Approval of Agenda without Amendments. Motion Shepler; Second Lott to approve the October 14, 2025 meeting agenda. PASSED {5-0}

Action on Accts Payable Independent Bank checks #6857 – #6892 totaling $26,789.90

Motion Lott; Second Hull to approve Accts Pay Checks #6857 – #6892 totaling $$26,789.90

Presentation / Public Comment (3 minute limit)

• Bruce Miller asked if the Resolutions were listed online for public to review.

Unfinished Business

• Glen Dor Lighting Resolution 2025-07: Motion Shepler; Second Hull, to accept Resolution 2025-07 Glen Dor Street Lighting Assessment. Roll call please, Lott yes, Shepler yes, Coe yes, Hull yes, Shinkle yes. PASSED {5-0}
• Snow Removal Contract: Supervisor Lott recommended that we accept the Webster & Griffes snow removal bid, which includes adding the time of Rowley Rd Cemetery on to the Township Hall bid. Motion Lott; Second Shepler, to accept the Webster & Griffes snow removal bid for 2025/2026 year. PASSED {5-0}
• Clerk Shinkle mentioned that we need an updated Certificate of Liability Insurance from Webster & Griffes. The current one expired on 10/9/2025. Supervisor Lott will contact the company for an updated certificate.
• Treasurer Shepler mentioned that we need to contact Webster & Griffes regarding hall rentals in winter so the parking lot and walks can be cleared for renters. Also, we need to request renters to provide the event time on the rental form so the snow removal can be completed.

New Business

• Meeting Dates for 2026: Here are the dates for Township Board Meetings in 2026. JANUARY 14, FEBURARY 11, MARCH 10, APRIL 14, MAY 12, JUNE 9, JULY 14, AUGUST 11, SEPTEMBER 8, OCTOBER 13, NOVEMBER 10 AND DECEMBER 8. Motion Lott; Second Coe, to approve the above dates for 2026 Township Board meeting dates. PASSED {5-0}

Reports

Clerk: September 30 rev/exp report: Attended training on September 29th and 30^th.

• Annual Fiscal Report & Qualifying Statement were filed with the State of Michigan.

• Winter Sexton: we need to contact Jim Benjamin about service as temporary Sexton for the winter to cover burials in Ed’s absence. Supervisor Lott will contact Jim.

• Lester Brothers: we need to contact to remove portable toilet from Rowley cemetery for the winter after Veteran’s Day. Supervisor Lott will contact Lester Brothers.

Treasurer: 9/30 treasurer report: Attended training on October 1^st and 2^nd.

• At the conference, learned about Cemetery software that we should look into and get an free estimate and demonstration.
• Also, at the conference, there were several website companies that will give a free estimate.

Trustee Coe: Nothing to report

Trustee Hull: Nothing to report

Supervisor: Met with Drain Commissioner regarding $7,000.00 increase annually.

Zoning Administrator –September report summary w/building permits update. There have been several inquires on land divisions recently.
