LOCKE TOWNSHIP PLANNING COMMISSION MEETING MINUTES

TUES. OCTOBER 21, 2025  7:00 PM

LOCKE TOWNSHIP HALL, 3805 BELL OAK RD, WMSTN

 

Members Present:  Jordan Smith, Dorothy Hart, Bruce Miller, Duane Pinckney.

Members Absent:  Ty Hull

Also Present:  Julie Moore-Zoning Administrator, Nate Lott-Supervisor, Cindy DeLau, Brad Kotrba-

Williams & Works Planner

 

Call to order by Chairperson Smith @ 7:00 PM, Pledge of Allegiance.

Approval / Additions to agenda.  Davis, Herrington Rd, Land Division inquiry.

Action on September 30, 2025 minutes.  Motion Miller, second Pinckney to approve.  PASSED.

Unfinished Business.  None.

 

New Business.

*Davis parcel on Herrington Rd inquiry to split into 5 acre parcel with 330’ of road frontage and remaining parcel with 70’ of road frontage.  Current Zoning Ordinance Section 28.08 Frontage, Access and Roads states ‘A. Frontage/Access:  All lots hereinafter created in the Township shall have frontage on a public road and take their access from such frontage . . .’  Also, ‘B. Roads: 3. No lot shall rely on a private easement for access to such lot.’  Table 10-4 shows Zoning District A-1 minimum lot width and frontage is 330’.  Also, Section 28.09 Configuration of Lots B. 1. The minimum lot width dimension standard shall extend from the front lot line of the lot toward the rear lot line of the lot for at least the minimum distance necessary to meet the minimum lot area.  A Land Division Permit requires road frontage compliance with width requirement.  Supervisor Lott will contact Davis to relay information.

*Zoning Ordinance update/review led by Planner Kotrba included:

Article 11 [previous draft Article XX] Special Land Uses with additions/revisions review:

Article XX Renewable Energy Overlay District, Section XX.01.04 P. Disposal of renewable energy equipment and/or materials cannot be stored and/or disposed of on any  other public or private property in Locke Township.

Section 1103.XX Riding Arenas and Commerical  Boarding Stables.  Also, add current 14.06 Commercial Stable language.

Section 1103.35 2. B. minimum of 600 feet of continuous frontage along M-52 and shall . . .

Section 1103.35 3. D.   and no event shall continue past 10:00 p.m. 11:00 pm

Article 12 Site Plan Review.  Review/Discussion                  Article 13a. Signs.  Review/Discussion.

*2026 meeting dates:  3rd Tues @ 7 PM  [monthly 1st qtr, then changing to every other month]

Jan 20, Feb 17, Mar 17, May 19, Jul 21, Sept 15, Nov 17. [reserve dates, if needed: Apr 21, Jun 16, Aug 18, Oct 20]

Motion Pinckney, second Hart to approve meeting dates for 2026.  PASSED.

 

Public Comment/Communications.  DeLau question regarding dump regulation.  Granger solar farm plans were discontinued-did not apply to State, landfill capacity at current sites good for 2 decades, currently holding land and leasing for agriculture.

Oct. 23rd Ingham County Chapter-MI Twp Assoc. meeting, 5:30 PM @ Williamtown Township Hall.

Meeting Adjournment.  Motion Smith, second Pinckney to adjourn at 8:53 PM.  PASSED.
