LOCKE TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES November 13, 2025

The Locke Township Board met on November 13, 2025, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Bruce Miller and Bob Davis.
Call to Order at 7:00 PM by Supervisor Lott followed by the Pledge of Allegiance.
Action on October 14, 2025 meeting minutes. Motion Hull; Second Coe to approve the minutes of October 14, 2025 Board of Trustees Meeting. PASSED {5-0}
Approval of Agenda without Amendments. Motion Lott; Second Shepler to approve the November 13, 2025 meeting agenda. PASSED {5-0}
Action on Accts Payable Independent Bank checks #6893 – #6922 totaling $22,624.32
Motion Hull; Second Coe to approve Accts Pay Checks #6893 – #6922 totaling $22,624.32

- None
Unfinished Business
- Supervisor Lott reported that Clerk Shinkle typed the Resolution 2025-07 into the proper format, the Glen Dor Lighting Assessment, due to Supervisor Lott presenting the Resolution on October 14, 2025 in the incorrect format. The vote remains the same which passed 5-0 vote. We just needed it in the proper format.
- Supervisor Lott contacted Lester Brothers and requested the portable toilet be removed from Rowley Cemetery after November 11, 2025 – Veteran’s Day.
- Supervisor Lott contacted Jim Benjamin and Jim agreed to serve as the temporary Locke Township Sexton. Motion Shepler, Second Hull to accept Jim Benjamin as temporary Sexton for the months of January to April. PASSED {5-0}
New Business
- Holiday Closures: 2026/2027 Holiday closures on January 1, 2026, November 26, 2026, December 24, 2026 Motion Shepler, Second Coe, for the Township Hall to be closed on the above days. PASSED {5-0}
- Flag Star CD Renewal: Treasurer Shepler renewed the Locke Township CD for 30 days so that we could vote on either to rollover the CD or move it to a different bank. Treasurer Shepler explained the CD matures on 11/15/2025 and her recommendation to the board, at this time, is to renew the CD with Flagstar with $250,000 at 3.80% interest and will instruct Flagstar to submit the overage check to Locke Township which will be deposited in the General Fund. The Board will readdress this issue in March 2026. Motion Shepler, Second Hull, to renew our current CD with Flagstar for $250,000 at 3.80%. - BS&A Net vs Cloud: Treasurer Shepler explained what she learned at the Ingham County
Treasurer’s meeting regarding the future of BS&A. BS&A plans to move the application to a Cloud-based application within the next 4 years. The cost estimate provided by BS&A is $50,000 initial switch, then $25,000 annually. The Board will be kept apprised of this action, once BS&A presents their final plan.
- Fowlerville Community Schools agreement for summer tax collections. The Fowlerville Board of Education requests that the Township collect the District’s summer school taxes. The
School District agrees to pay the Township cost of assessment and collection of $3.00 per parcel. It is understood that the tax rate as spread by the township would also reflect the sum
100% of taxes of the Livingston Educational Service Agency and that the $3.00 per parcel fee will cover the collection for Livingston Educational Service Agency, also. Motion Shepler, Second Lott, to accept the FCS and the LESA agreement. ROLL CALL: Coe: yes, Hull: yes, Lott: yes, Shepler: yes, Shinkle: yes. PASSED {5-0}
Reports
Clerk: October 31, 2025 rev/exp report
- MI Dept of Health & Human Services requested to use our parking lot for a mobile van for their MIChem Program. It would require space for 39-foot mobile van plus 12 parking spaces for 3 days in January 2026. Clerk Shinkle will inform MDHHS of the decision to refer them to a different location.
- Williamston Area Senior Center Exec Director plans to ask Locke Township Board to consider a millage for Senior Center funding.
Treasurer: 10/31/2025 treasurer report
- Hall Rental Agreement changes regarding recurring rentals. The Treasurer and Clerk will make amendment recommendations for the December Board meeting.
Trustee Coe: nothing to report.
Trustee Hull: nothing to report.
Supervisor: Attended the General Membership meeting held at the Williamstown Township Hall on October 23,2025
- Planning Commission should be completing the Zoning Ordinance work next week.
Zoning Administrator: October report summary with building permits update.

Public Comment [3 minute limitation]
- Bob Davis asked about Drain Assessment increase of $7,000.00; Supervisor Lott explained his conversation with the Drain Commissioner. Bob asked if there are any plans to add a traffic light at Haslett Road/M-52 intersection.

- Sgt Jeremy Doerr, ICSD report. There is a new ICSD contact.
