LOCKE TOWNSHIP BOARD OF TRUSTEES MEETING MINUTES December 10, 2025 DRAFT 12.10.2025
The Locke Township Board met on December 10, 2025, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Ben Lascola (STG), Bruce Miller, Barry Davis, Brig Halpin, Mark & Susan Adams.
Call to Order at 7:00 PM by Supervisor Lott followed by the Pledge of Allegiance.
Action on November 13, 2025 meeting minutes. Motion Hull; Second Shepler to approve the minutes of November 13, 2025 Board of Trustees Meeting. PASSED {5-0}
Approval of Agenda with Amendments to add STG website proposal to New Business. Motion Hull; Second Hull to approve the December 10, 2025 meeting agenda. PASSED {5-0}
Action on Accts Payable Independent Bank checks #6923 – #6957 totaling $17,842.06
Motion Hull; Second Coe to approve Accts Pay Checks #6923 – #6957 totaling $17,842.06

Presentation / Public Comment (3-minute limit)
- Mark & Susan Adams are concerned about the ITC electric transmission project being proposed for portions of Locke Township. They would like to request the Township to write a letter or file a complaint with the MPSC to oppose this project.
- Brig Halpin also expressed his concerns about the ITC project which will go through his backyard. He has filed a formal complaint with the MPSC and would like to encourage the Township to do the same.
- Barry Davis asked about his request to sell his property. The Board recommended that he attend the Planning Committee meeting on Dec 16th, as they are the governing body to handle this issue first.
- Ben Lascola, STG presentation on the proposal for new Township website.
Unfinished Business
- Fowlerville Community Schools Agreement: The amount of $3.00 a parcel is now $4.00 a parcel. Motion to make the new amount that the Fowlerville School District is going to pay Locke Township for collecting summer taxes is $4.00 per parcel. Motion Lott, Second Hull. All in favor say Aye 5, All Opposed say Nay 0. PASSED {5-0}
- Fowlerville Community Schools and Livingston Educational Service Agency Agreement for summer tax collection: The Fowlerville Board of Education requests that the Township collect the district summer school property taxes. The school District agrees to pay the Township costs of assessment and collection of $4.00 per parcel. It is also understood that the tax rate as spread by the Township would reflect the sum of 100% of taxes of the Livingston Educational Service Agency. Motion Shepler, Second Lott.
Roll call vote: Hull yes, Lott yes, Coe yes, Shepler yes, Shinkle yes. PASSED {5-0}
- Supervisor Lott contacted Jim Benjamin and let him know that the Board accepted his temporary Sexton position.
New Business
- Hall Rental Agreement: Clerk Shinkle and Treasurer Shepler presented recommendations to the Board Members on the Hall Rental Agreement proposed amendments. Motion to accept these amendments as presented. Motion Hull, Second Coe, to accept the new amended Hall Rental Agreement. All in favor say Aye 5. All opposed say Nay 0. PASSED {5-0}
- Retired Cemetery Flags: Motion to properly dispose of Cemetery flags which have no value. Motion Lott, Second Hull. All in favor say Aye 5. All opposed say Nay 0. PASSED {5-0}
- Disposal of Surge Protector: Motion on disposal of Treasurer Shepler’s surge protector that no longer works, which has no value. Motion Lott, Second Hall. All in favor say Aye 5. All opposed say Nay 0. PASSED {5-0}
- Supervisor Lott is wanting the Township to purchase a Lab Top Computer to better able him to serve the peoples of Locke Township when he is unable to come into the office.
o This agenda item was tabled by Hull until cost estimate can be obtained.
- Supervisor Lott announced he will be appointing a new Planning Commission Board Member at the January Township Board meeting and is looking for any recommendations of anyone interested in the position.
- Locke Township Planning Commission has called a special meeting on December 16, 2025 at 7 PM to continue the Locke Township Zoning Ordinance update. Supervisor Lott posted the notice on the Township Hall door and requested the notice be added to the Township website.
- STG website proposal for one-time set up fee of $2,250.00 and $750 annual fee. Motion Lott, Second Hull to accept the proposal from STG for new Township website as stated. All in favor say Aye 5. All Opposed say Nay 0. PASSED {5-0}

Clerk: November 30 Rev/Exp Report as provided in the packets
Treasurer: November 30 Treasurer Report as provided in the packets.
- CD was reinvested in the amount of $250,000.00 as discussed at November meeting. The
interest earned $18,245.34, which was deposited back into the Township General Fund.
Trustee Coe: Inquired if the Township has a document retention plan. Clerk Shinkle replied that the
Township does have a 7-year retention plan.
Trustee Hull: None.
Supervisor Lott: None.
Zoning Administrator –November report summary w/building permits update.
