March 10, 2026
The Locke Township Board met on March 10, 2026, in the Locke Township Hall, 3805 Bell Oak Road, Williamston. Present: Lott, Shinkle, Shepler, Hull, Coe. Also present: Bruce Miller, Jeff & Christina Herbert, Tom Dean, Sheri Rambo
Call to Order at 7:00 PM by Supervisor Lott followed by the Pledge of Allegiance.
Approval of Agenda with Amendment to add Dorothy Hart’s reimbursement for zoning ordinance review to New Business. Motion Shinkle, Second Lott to approve the March 10, 2026 meeting agenda as amended. PASSED {5-0}
Action on February 11, 2026 meeting minutes. Motion Hull; Second Coe to approve the minutes of February 11, 2026 Board of Trustees Meeting. PASSED {5-0}
Public Hearing: General Fund Budget & General Appropriation Act for the fiscal year 4-1-2026 thru 3-31-2027. Call to Order of Public Hearing at 7:03 PM. Hearing no comments or questions from Township Board members or public. Motion to adjourn Public Hearing at 7:05 PM by Shepler, Second Lott.

Action on Accts Payable Independent Bank checks #7021 – #7051 totaling $19,038.92 Motion Lott; Second Hull to approve Accts Pay Checks #7021 – #7051 totaling $19,038.92. PASSED {5-0}
Presentation / Public Comment:
- Jeff & Christina Herbert (Leroy Township) requested to purchase burial spaces in Rowley Cemetery. The portion of the cemetery they wish to purchase in currently is not developed, surveyed or plotted. It was advised that we cannot sell them spaces that are not available for sale. They questioned when the area would be It was advised the area will not be available in the immediate future. It was explained that there is plenty of available spaces near the family that are ready for purchase and the cost to survey and plot would be at taxpayers’ expense and would need to be budgeted for. Supervisor Lott advised that he would find out the cost to survey & plot, but made no guarantees the result would be favorable to the Herberts.
Unfinished Business
- Ingham County Road Department presented two revised proposals for road repairs in 2026. The Board members discussed the two proposals (listed below). Motion to accept Proposal 2 by Hull; Second Lott for the amount of $41,953.34. Roll Call: Lott yes; Hull yes; Coe yes; Shepler yes; Shinkle PASSED {5-0}
- Proposal 1: Allen Road project (Webberville Road to Morrice Road) at a cost of
$29,756.55 (rolling over $15,243.45 to 2027) to Locke Township. This project will be split between Locke Township & Leroy Township.
- Proposal 2: Allen Road project (Webberville Road to Morrice Road). This project will be split between Locke Township & Leroy Plus, Herrington Road project (Chase Lake to Sherwood) at a cost of $41,953.34 (rolling over $3,046.66 to 2027) to Locke Township only.
New Business
- Action on Resolution 2026-04 General Fund Budget & General Appropriation Act for the fiscal year 4-1-2026 thru 3-31-2027. Hearing no comments or Motion Shepler; Second Hull to accept Resolution 2026-04 General Fund Budget & General Appropriation Act for the fiscal

- Cemetery Flag purchase: Clerk Shinkle plans to order 300 flags for the upcoming holidays after April 1.
- Dorothy Hart’s reimbursement for zoning ordinance Motion to reimburse Dorothy Hart at Deputy Zoning Admin hourly wage by Shepler; Second Hull. PASSED {5-0}
Reports:
Clerk Shinkle: February 28, 2026 Revenue & Expenditure report
- Clerk & Treasurer met with BS&A on Feb 19 via Zoom to hear about Cloud Net. It was good to hear how the Cloud version will work. BS&A sent a proposal, which will be reviewed and presented to the Board at a later time.
- Election Commission Meeting will be at 6:45 PM on April 14; prior to Twp Board Meeting
- May 5 Electon for ISD Bond Proposal ($99,960,000 for special education building) and Morrice Schools Operating Millage (increase 18 mills)
Treasurer Shepler: February 28, 2026 Treasurer’s Report
- CD will mature in April She will be researching bank rates in March.
- 3% of taxes collected of Winter taxes.
Trustee Coe: She asked what she should do with emails from Commercial Cleaners. She was advised to delete the emails.
Trustee Hull: Nothing to report Supervisor Lott:
- He asked if the Planning Commission has included a data center ordinance in the revised Zoning Ordinance document. According to the Attorney, an ordinance must be in place prior to a moratorium can be adopted. This will be added to the PC agenda for discussed.
Zoning Administrator: February report summary w/building permits update.
